CEL at the Legislative Leadership Program
Monday, February 3, 2025
Center for Effective Lawmaking (CEL) Co-Director Alan Wiseman recently presented at Michigan State University’s Legislative Leadership Program (LLP). Residing under the Michigan State University’s Institute for Public Policy and Social Research College of Social Science (IPPSR) since its 1994 inception, the LLP invites new members of Michigan’s House of Representatives and Senate to engage in interactive small-group sessions with university faculty in the brief time between their election and their first legislative sessions. The program is built upon a series of specially-designed events, including presentations by academic scholars and practitioners, and facilitated discussions. It serves as an opportunity to gain insights into concepts that affect statewide constituencies, as well as evidence-based perspectives on emerging issues and the art and science of governing in divided times.
For his presentation, “Legislative Effectiveness in the United States,” Professor Wiseman spoke about the mission of the CEL, the construction of our Legislative Effectiveness Scores (LES) and State Legislative Effectiveness Scores (SLES), our current and future work on the state level, and the insights from CEL research that could provide guidance on how to navigate the lawmaking process in the Michigan legislature.
“For new lawmakers, the Center for Effective Lawmaking provides news you can use right away. The lessons they provide were a welcome addition to our program.” Matt Grossmann, Director of the IPPSR and Professor of Political Science at Michigan State University.
Professor Wiseman and the CEL were grateful to have been a part of the LLP and look forward to providing further insights and assistance to new state lawmakers in Michigan and beyond.
